Will this work with the XPS 15 model 9570?

Yes, it works with the xps 15 9570 and 9575...I have both.

If i don't have a usb-c port, can i use a usb-c to usb 3.x cable adapter? usb-c on one plug, usb type-a on the other?

I don't think you can, however even if there is a chance it worked, you will not be able to use all the features the dock provides, at most you'll be able to use it as a usb cord,

If you connect a Monitor to it, does it becomes a Pc?

this is a dock to which you connect all your gear such as laptop (or desktop), monitor, keyboard & mouse (or wi-fi dongle for these).

Dell 5584 notebook, will the usb 3.1 (usb type c) provide audio video to the docking station or do i truly need a usb type c lightning port ?

I think that it will provide audio video to the dock, but it wont charge your laptop. You will probably need to have your laptop plugged in to a separate charger to charge the laptop and just use the USB C for the dock. It should work though.
