Q: Can I add weight to the base? I will be using it outside and the wind can be very strong.

Yes,you can fill up with water or sand to weight the stand.It will be more stable. I like its design very much.

Q: weather proof? if this is to stay outside, should I do something special to protect the stand

We use our outside during the day but move it inside overnight. I don't think it would hold up in rain etc for long and the part you slide your paper in is definitely not waterproof. Maybe laminate that first.
