Q: What size is this paper please ?

Its size is 9.5 inches by 13 inches.

Q: can this be used for decoupaging?

Decoupaging is not my particular expertease, but I believe that the Japanese laid calligraphy paper will be too heavy and stiff. It would need to be soaked to be flexible and would be better for wire framed modelling as papier mache.

Q: I need a paper where the ink bleeds through. Does the ink bleed through this paper?

Fountain pen ink leaks through this paper badly, just like what you see when writing on toilet paper. Not sure about the ink for Chinese calligraphy.

Q: when you tear the paper do you get a rough edge and see the fibres in the paper

One side of the paper is shiny the other is slightly textured. I use it for mono printing , it’s good quality
