Does it charge apple devices?

No, it's not possible to directly attach an ipad or ipod; it says they use too much power. An ipad will work through bluetooth. The irDAC 1 has a socket that plays directly from ipad, ipod and also charges. The irdac II doesn't. I don't have an iphone, but usually it works the same as an ipad

Does this play flac files?

yes ... I rip everything to flac from vinyl using vinylstudio on a small fanless laptop near the hifi, store them on a NAS, and play them back via USB. They sound awesome (my kit is Naim, Epos, Dynavector, Volvere, nordost) when played back lossless via the irDAC II when I can't be *rsed putting a record on.

The optical input doesn´t fit well with my tosklinkcables.Got 2 pairs and even they plug and works,they unpluggs.I hear a little jump playing music.

We didn't experience that but we used the optical lead from the device...does that work ? If not cannot help..sorry.
