Would this fit the 99 wj 4.7L?

If you have a 4.0 "stroked" out to a 4.7 YES is will fit.

If I install this will I have to get an adapter for the K&N intake to mount on to it?

No. The outside diameter is the same. The larger intake difference is on the inside of the throttle body.

Does it come with all new gaskets? Mounting square gasket and idle air control housing gasket?

This came with everything I needed for a complete throttle body replacement on my XJ. It has been one of the better upgrades to my Jeep. I highly recommend.

Would this fit a 91 XJ with a K&N intake
