is this legal in the UK as the blade is fixed and concealed?

Legality of knife usage in U.K. depends partly on what you are using it for and where. Best to read the proper government guidelines. If it helps I have taken one of these abroad through airport security dozens of times and only had any interest taken in it once.

Can this product be taken on an aircraft

No anything sharp or pointed will be taken off you at the security check-in. Only way it can be taken is in hold luggage.

Can the pen be refilled?

I don't think so. I believe that the company sell replacements. There are pens in a number of the knives too.

Is this legal to carry in the uk ?

Ridiculously, no. I've wanted one of these for years but have been put off by this. To be legal in the UK a knife has to have a blade no longer than three inches AND fold but not lock. Stupidly that means that this is legal only if you take the knife out... even though there are far more vicious knives out there that are legal to carry this poor little thing is just a victim of an unfortunately bad loophole.
