seems to be mixed info on if this will work with old receivers? I have a sony str-d590 that i want to control

Go to RCA's website, download the digital copy of the manual, and look for your particular old receiver. My TV wasn't specifically listed, but there were 4 codes for the brand. The first one worked. Based on my personal experience, I think it will probably work. But, you know, it is only about $7, live dangerously and take a chance!

Can I change the input with this remote?

It doesn't work on my tv and I have an RCA. THAT WAS THE SOLE PURPOSE I PURCHASED THE REMOTE SMH
