Do they keep water from freezing in winter

Sorry, I don't know. I use them in my travel trailer during camping season, but completely winterize all my tanks during winter months.

Do these packets completely break down as well as the waste so that when porta potty is emptied, the packet part will just come out easily w/waste?

I use the product in the two heads in the sailboat; I have not tried it in a porta potty. The product dissolves in the bowl. I have not not noticed a difference in the operation of the heads, or with the pump out process.

Would these work in a stansport portable camp toilet with a bag liner, some kitty liter and, a little bit of water?

I don,t know why not ! Its made for sitting in waste water inside a tank !
