Q: Does it remember the on/off state and speed if unplugged then plugged back in? I want to make sure it always remembers settings.

Yes, the fan controller remembers its previous state (power/speed). I use mine with a smart plug, and it works great.

Q: Why is this company gouging the price on this product when it 49.99 on AC infinity website

Make sure it's sold by AC Infinity or Amazon. Currently shows 49.99, but resellers price gouged when AC Infinity wasn't selling it on Amazon initially.

Not sure what a through is, but the pole clip is very strong and the fan has 10 speeds and definitely puts out some air.
