This is my first time buying a bag target so this may sound like a stupid question. Is this just the bag or does it come "stuffed?"

Yes it's fully stuffed and ready to shoot This is a nice target for compound bows. Just not suited for the really fast crossbows. The bolts will sometimes go all the way in and ruin the flechings

Is this appropriate for a 9 year old? I am thinking of getting him the Lil Banshee Bow.

Yes-i bought it for grandson he is 12 years old. It is made very heavy,which is a good thing' I think it will hold up under use.

We are new to archery, but my daughter just received a bow for her birthday. Do I need a stand for this? If so, can you recommend a good option?

I do not use a stand with mine, it sits nicely by itself and can absorb the impact of 6 arrows and not budge. It is a heavy bag, but sits upright nicely.
