I have size 2/3 feet. Will these go small enough to fit?

Sorry- pretty sure that’s a ‘no’. Just tried fitting to my daughter’s old size 3 boots. They can be shortened enough, but the crampons are too wide to clamp around boots that wee. That said... If you’ve a vice and some rivets handy and you’re into a bit of metalwork you could maybe adapt them a wee bit.. Probably a bad idea..

Will these fit on meindl boots?

Brand of boots makes no difference, but size might- ok on my Uk size 10 (EU 44). Wouldn’t trust them on smaller than a size 8, myself. Also- note that they’re no use for ‘proper’ ice climbing as the toe-tip tines are teensy.
