Q: Can you remove the plastic portion of the clip? When you remove it does it leave a hole you can use to thread the clip into some string?

I'm sure that you could remove the clip which is riveted to the plastic tab. This would provide a hole that you could use for a string.

They are sturdy enough to swivel... not flimsy. I have found them to be of good quality.

Q: I want to use them outside on our deck umbrella. Will they rust easily?

They rust but not easily I put a cord across my front porch then hung signs on them during the pandemic of me not able to do much more to help this past year
