Can I use this to make a Bordeaux mixture?

Hi - not sure about the Bordeaux mixture but I can confirm the granules dissolve fairly easily. I’ve been using this in a fountain and small pool to control algae growth. It has a blue color. Hope this helps!

I want to sprinkle it around my dock to kill the hydrillas. Will the crystals sink?

No! This is a very bad idea. Copper sulfate can be toxic to fish and other organisms. Copper sulfate results in copper build up in pond sediments and creates a sterile bottom in the pond. Besides many important organisms, it kills beneficial bacteria. Studies with several aquatic species have found copper to be highly to very highly toxic to fish and aquatic life. Trout, koi and juvenile fish of several species are known to be particularly sensitive to copper. Fish kills have been reported after copper sulfate applications for algae control in ponds and lakes. You could be cited for criminal vandalism and hurting wildlife if you use this in a public pond or stream. Please do not kill fish and all life in the pond with this highly toxic product. It is harmless to humans but very toxic to fish. Just dig out the offending plant or get fish that will eat it - as long as its a native fish to the pond. Don't mess with nature, please!

is this product used to kill a tree stump ?

I have used this product to kill the roots of a tree that was causing issues by blocking an area of the drain.

can this product be used with a drain foaming agent ?

RE: Cupric Sulfate-Pentahydrate: I have never used this product for any other reason than to treat (kill) tree roots in my septic pipes. By itself it does not foam but my understanding that used with foaming sewer line cleaners, it augments/enhances the foaming-cleaning action of such products of which there are many different formulations.
