Is the shaft locked in place with out power or free roating?

The shaft in every motor, unless it's a gearmotor or a stepper motor, will always rotate freely when no power is applied and there are no external mechanical forces preventing free rotation. Even stepper motors' shafts aren't locked; they simply have obvious detents. Some gearmotor shafts aren't lock, they're just difficult to turn.
