My son wants to be a jack-o-lantern for Halloween. Why does the description say this is a “dress”?

It's not necessarily a dress. A boy could wear it, but it's kinda "girly" with the hat style I suppose.

will it fit size 14 adult? How does the hat stay on?

Yes, it will fit a size 14 comfortably and the hat has a thin strip of elastic that goes under the chin to stay on. Very comfortable and fun costume. Wore a black turtleneck and leggings under it and was so cute!

Can this material be ironed without it burning?

No! it looks fine without ironing, plus its a pumpkin costume...pumpkins have the natural look of being wrinkled. I wouldn't if you have little ironing & fabric experience. if you insist, I would use on medium to low heat and use another fabric ( kitchen cloth or some medium to thick cloth) over the costume and it should be okay. however placing direct heat on the costume would be a big mistake.
