Q: Will this allow the parent to stand on to ride while pushing stroller down hill?

It will. But first make sure to take the child out of the stroller and pay your health insurance premium. That would be extremely dangerous. You would have no way to steer and no way to stop! Terrible, terrible idea. Do NOT ride on the board with a child in the stroller.

Q: Is there a minimum recommended age? How old do kids have to be before they can comfortably stand on this?

The child should be able to stand comfortably on the their own for extended periods of time. Each child will be different but average age is 18mo to 2 years.

Q: does this fit the cruze too?

The VISTA PiggyBack is not compatible with the CRUZ. You would need the UPPAbaby CRUZ PiggyBack.
