How much do you use in a quart of water?

We do not dilute it with water. We pour it in a spray bottle just as it is before using.

Does this foam up when sprayed?

It does not foam up when sprayed. I do, however, put half wash and half water in an empty foaming soap bottle and it foams nicely on the washcloth. You can also use just wash in the foaming bottle also.

Can this be used to clean cuts and wounds?

Its not for wound care...this is for daily cleansing for incontinence and removing other debris (feces) or discharge to clean personal areas and help retain dignity of bedridden patients as an example of use.

Does this dry quickly?

When I use this, I am giving a bath so I wash then dry them off. It is no different than towel drying yourself after a bath or shower.
