Q: Is this the same set that is on the Lego Education site for $159.95?

Q: Where do i access the program to program milo? the software to make it run? there was no cd

You can download software from Lego educational, but I found the version you can get for the iPad from the apple stroe easier for my son to use

Q: Do kids need to be proficient readers to use the software?

No, the software are symbols, arrows and circles for turning. There are no letters involved. My kinders had no problem using the software.
