Q: will this starfire fit on my Evinrude E-Tec 30 HP?

It's says 40 horsepower plus. 30 hp motors are too small

Q: Does a Hydrofoil make sense on a 15HP outboard?

Yes, if you need to get on plane quicker. If not able to get on plane easily make sure motor trim setting is down all the way, before buying. I lost mine in the river with 115hp motor, not happy with it. I would buy one that bolts. Probably wouldn't happen with low hp motor.

Q: I have a tanaka 15 hp. this won't go on near enough to stay unless i cut off part of it, which i'm sure would void warranty. should it fit, or not?

Not made for that small of a motor. They make them for that size
