Q: Will the red version protect night vision? (is it good for use near a telescope at night)

Speaking as a pilot and flight instructor who understands the importance of protecting night vision, red is the best color. It takes about thirty minutes for your eyes to fully adjust to night vision. In order to protect that level of sensitivity, you want the least light possible and red offers that ability while limiting exposure to your eyes but providing enough light for whatever you may need to see in a dark environment. When a red light is needed for such use it's best to have a focused light source such as a flashlight. Ideally, you want a light that lets you turn straight to red and not sequence through a white light.

Q: is there a strobe setting or is it just one setting to stay at constant light?

Our LED Mini Glowstick has only one setting - constant ON. We recently launched a Rechargeable LED Glowstick. That product has constant ON and flashing red.
