Q: Does it stick to itself after it drys? Or, is there a recommended time when you need to reapply for adhesion?

It sticks to itself, I put this on my roof three years ago and it's still not leaking.

Q: I was told to use tar in a tube to seal a crack in the house foundation, but i cannot seem to find it. this is the closest i have come. will it work?

I used this on a metal roof gutter that had split from an ice dam 2 years ago. While this is definitely not the same situation you have, I have been impressed with it's ability to keep the split closed for the last 2 winters. Adhering to metal is harder than concrete (I would think), so I would have no concern about using it for that purpose. It is very black--so if that color is not a problem for your situation I'd use it.
