Can work just like a Scuf. Tournament mode has just the paddles activated. Mod mode has the paddles and mods activated. I actually like the paddle placement of this better then my Scuf.

Q: Will it come with a paper telling me how to activate the mods and do I need any thing to activate the mods like a separate sold wire

The instruction manual goes through how to activate mods, though it is a bit confusing. You're better off watching youtube vids for that part. Also, everything you need comes with.
