I used it one winter (2014) and it held up much better than expected. It's a good cover for the money

Q: Is this cover waterproof?

Yes it is 100% waterproof. Exactly what I needed to keep the pollen and decomposed leaf water out of my pool from fall until memorial day.

Q: Can water pass through

Water does not pass through it, it is sitting on top of the water of my pool and no water has passed through it.

Q: What is the actual size of the cover?

The pool is 16x32. The cover overlaps each side by 2+ feet so there's plenty of room to put weights on it.
