How tall are these tires?

About 5 3/8 not quite 5 1/2. Big. About the size of a 2.2 flat iron. I used white paint pen on the lettering and they look BA. The pro line bead is big so rims were tuff. I tried several rims, but ended up going back to axle 1.9 (they work with everything). I wrapped them with automotive tire balancing weights. They look good. Down to the Eagles in the side lugs. Hope this helps.

Will this tire fit to a traxxas tr4?

Yes but you will have to trim the body or raise the body

Does it come with foam?

Yes they come with open cell memory foam

This is for a 1.9 inch wheels correct?

Yes for a 1.9 but if you wanted you could probably stretch it over a 2.2
