Q: Can these be used to anchor antenna radials underground level?

These are heavy duty and 6 inches long. But they do not have any rubber coating on them so not sure if they would work with your antenna radials. They may cause some interference.

Q: What is the recommended spacing when using 5oz fabric?

Good question. I used this to overlay the mulch that goes around the perimeter of my house. I placed the spikes about 2 feet apart...well, the wind had other ideas and uprooted the fabric. I will place them closer and cover with rock.

Q: Are the safe to use in a garden. Meaning will they breakdown and contaminate the soild with dangerious metals?

Yes they are safe.....even after a year I just pulled one up and there is no rust whatsoever and its the same color as when I installed it. Hope this helps!
