The best for plant markers
I have used these for several years now. After trying many markers over the years, I have settled on these. I am on my second box since I have given some to friends and I do hundreds of plant markers each year. These weather the best. They barely fade (if at all), When I can, I reuse labels. Many have stayed outside all winter and are still in perfect shape. You are more limited by the quality of the marker than the quality of the ink.

Decent Markers
I've been using this brand for a few years now to label my plants. The ink does last a while. The markers themselves can dry out over time if left outside. I'm usually using the pen on blue painters tape, metal plaques, and plastic labels (either the wrap around or pointed ones to go in. The pots with blue tape that are marked with this ink are going on 3 years in some cases (the blue tape stays stuck pretty well and the ink lasts). I use the wrap-around plastic when I graft and the ink seems to last 2-3 years (I'm going to remark some this year when I do my winter fruit tree pruning). I'm in AZ so there is a lot of sunlight exposure.

UV light protected Marker
These pens write with a good skinny line and best of all they are UV light resistant. We use them on our Federal Inspections on our trailers Foil Tags.jb

Better than others, but after three months, my plastic plant tags are fading
I ordered these to keep up with all of the varieties of peppers and tomatoes I grow from seed every year. I've always had a hard tie finding a marker that would hold up outside. I wish I would have known years ago that Sanford was discontinuing their solvent based permanent markers, because since then, I haven't found one that really holds up to outdoor use. These Artline markers are doing better than any others I've tried, but after three months, I am starting to have a hard time reading some of them. They do write nicely, and don't have any foul odor, which makes them pleasant to use. I just wish they were longer lasting.In my opinion, if you're using these to mark plastic plant tags that only have to last from starting seedlings, to planting them in the garden a few months later, these will work fine. If you need them to a couple of seasons or more, I'd recommend using an embossing label maker. I just don't see the plastic tags I marked with these Artline markers lasting through the growing season and still being legible. On the other hand, if you're using wooden plant tags, these should hold up much longer, although the felt tips may not last along writing on them.
