Does this come with a 2” PVC tee?

Yes, but you can probably just use the PVC you already have if this is a replacement.

Could this be used to cut power to my booster pump when water is not flowing through pool filter pipe system?

I don’t believe so. The only function this provides to my knowledge is to determine that water is flowing allowing salt to be generated. I believe this is just a communication wire with a male telco clip which fits into your salt control panel. I am only a consumer.
