Q: Would this work with a ~3v power supply? (2xAA's)

They show a minimum input of 3.4 volts in the diagram You're better off using 3 or 4 batteries or a 9 volt battery.

Q: Can 1 controller turn on multiple boards. if i wanted to do 6 leds on 6 different chips. tirn all on with 1 controller ?

Yeah there's a sync button on the board and you can sync them all to the same remote. They will respond when they pick up a signal from the remote
