If you want ones that truly work buy only USA made, the ones from China do work but not at the stated BTU's, In reality they are less than 1/3 of stated capacity! A USA made 12706 junction TEC will cost you 24.00 to 60.00 each for quality TEC's, one high quality module will out perform all TEN of the China made TEC's. Remember you get what you pay for...!

Any peltier can reach -70c

This device couldn't reach -70℃. If the heat dissipation is good, and the surface temperature of the device can reach minus 10 degrees under the condition of voltage regulation.

can one make mini refrigerater

Yes the railroads did exactly that. The locomotive is essentially a big generator. You can do the same thing, you will need a very stout DC power supply and a lot of heat sinking but it can be done. Amazon has a few commercial versions of exactly that for use in a car to keep drinks cold powered by 12 VDC.
