I know it’s late and I just started using it for 15 days only and it doesn’t even get hot like an actual towel warmer and I need a replacement by?!

So I don’t know if it’s too late to replace the unit, however I purchased it and in the beginning I felt the same way. If you use hot water to wet the towels and wring them out, after about an hour the towels are piping hot. I also notice that the more towels you put in the hotter they get. Hope that helps.

What will happen if I leave it on all night with a steak towel in it ?

I don't know what a steak towel is however if you are not using the unit for an extended amount of time you should turn it off as this unit seems to hold a lot of water inside of the casing...
