Q: Why did my hat not come with the face or neck flaps?

They are rolled up within the hat

I don’t think so. The hat is not going to let you fit the helmet. You can try with a regular hat and then fit the helmet on top. I think there is other options to cover your head and use the helmet.

Q: I get broken item,the button of the windproof rope is broken, is it damaged during transportation?

It’s unlikely that something like that for damage during transportation, it’s best to return it and get a new one.
