Is this game appropriate for a 10 year old boy?

I have 4 children and I didn't allow my children to play The Sims until at least 16 years old. I would not recommend this game for younger children.

This is the base game. If it was extra content, it would be called an "expansion pack", a "game pack" or a "stuff pack", depending on how much extra content was included.

Does Sims 4 have Pets? If no - is there, or will there be an expansion pack?

There are no pets in the Sims 4, and I'm not sure about the expansion pack but given their past expansion packs for the sims 2 and the sims 3, I think an expansion for pets should be highly likely for the sims 4.

why do sims talk like they do?

"Simlish" is the language that the Sims characters speak in the game.  It's an invented (gibberish) language that was produced by linguistic experts to mimic the sounds of actual human-spoken dialects.  In many ways, Simlish feels very much like a real language, because EA (Electronic Arts) borrowed "sounds" from various languages and used them to generate Simlish.  To give the language even more of a realistic feel, there are certain recognizable expressions that are frequently used in the game, such as "Sul sul" (for hello), "Dag Dag" (good bye), "Badeesh" (thank you), etc.  You'll soon recognize these expressions without realizing that you're accidentally learning Simlish (without any known effort).The original purpose was to make it easy to port the game to different cultures without having to record an "English" version, or a "Spanish" edition, or for those who speak German, French, Chinese, etc.  By using an invented language, everyone could relate and have fun -- and EA didn't have to spend a lot of money creating different editions of the game.  Yet, the undiscovered side effect is that people fell in love with Simlish!  Entire websites have been dedicated to translating the different words and expressions used.Since the game does use an invented language, the software developers focused strongly on making sure that people would clearly understand what was happening with their alarmingly-clear body language (and an occasional humorous pop-up) just in case the player didn't catch what happened.  Usually, the characters' body language was blatantly understandable.  Anger, joy, boredom, humor, disgust, jealousy, etc, etc. can be easily seen in their interactions, etc.So, if the usage of an invented language worries you, don't let it.  You'll probably soon love it's usage too.  :-)
