Multiple reviews indicate that there are no screws to secure the shelves. This doesn’t come with a way to secure the shelves?

There are 4 screws for each shelf - one for each corner.

The instructions state that the poles “snap” together. There is not any security for the tiers except for the use of gravity. Am I missing something?

They do not snap together. There are screws provided that you have to use to tighten the unit.

Can the shelves be installed upside down so there is a lip to keep things from falling off?

I assume they can but I dont know if you dont install per manufacture code that if warranty will be covered. the underside is not powdercoated like the top,
