Just got this today as of Sun, Oct 27th. The inside has cardboard framing it as a cylinder. Not PCV piping. Plastic liner is cool. Also has rust?? I literally just opened this 10 minutes ago... Come on...

EMERGENCY ROAD FLARES
Bought this for storage of road flares in the trunk of my car. It's well made and has a piece of fiberglass pipe inside to keep the tube shape.It's a nice product for the trunk as it doesn't roll about banging into things and causing noise.

Better Than Plastic Versions of Flare Containers
I've used the hard plastic cases with screw on caps for years. The plastic has broken, crushed, become brittle, and I've lost caps. This carrying case is nice in that it has a strap for use when laying out a pattern, the cover is attached to the case and can be held open with Velcro when deploying flares, There is a marginally effective reflective stripe for safety, but could be improved with more stripes and less advertising for "Orion Safety Flares" printed all over the case. The PVC pipe has been solid so far, and the case moves much less than previous ones when driving aggressively.

Inner Layer is Cardboard - Not PVC
The picture shows that the tube protecting the flares from crushing should be made of PVC. Mine was a cardboard tube with a plastic bag carry the flares (the tube has no cap on either end). It's fine for my needs, disappointing when I found out what I was supposed to have received. The fabric is very thin, so don't let it rub on any moving parts or it'll make a hole easily.
