What grade of tin oxide is this product (i.e. is this tin (iv) oxide or tin (ii) oxide)?

I don't know. The container says "premium polishing powder for granite, marble, and lapidary gemstones". I like the results on my tumbled rocks. No complaints here.

Can this be used for polishing a dull marble floor?

It can be, but the Tenax marble polishing powder is more suitable.

Is this the best product to use to polish a marble sink

Works very well on marble. I ran polish pads from 50 to 800 grit to resurface, then using compund on the 1200 & 3000 grit only. Worded great.

Will it buff discoloration on granite counters?

We use it for polishing stone slabs . I have no input as far as dicolored granite . If it wasnt tp deep just surface stain it might work with a buffer .

Not for granite countertops

Used it for final polish of my granite countertop after polishing with aluminum oxide. The section I tested it on was significantly more cloudy. It is supposed to increase the finish over aluminum oxide. Don’t know why it left it worse but would not recommend on granite countertops. And now I have a mess on my hands.
