can you use these 10w led bulbs in wall fittings that say 60-w max?

Yes. I'm not an electrician but the 60w max is due to the heat generated. The LED bulbs generate less heat as they run at a lower power and are more efficient.

are they bright instantly or need warming up

They are bright instantly so no warm up. A huge improvement. Don't know if they work on dimmer switches as yet.

What is the operating range voltage of these lamps. Im seeking something with a wide voltage range as the power supply is unstable

The nominal voltage is 240v. Generally electronic devices will function over quite a large voltage range BUT they do not like spikes.Having said that;- 2 out of the 6 led bulbs I bought have failed after only a few weeks, despite a claim of up to 30,000 hours service life.
