Q: What size would you recommend for an 11 pound dog?

I bought the medium for my schitzus. It fits best on my 17lb one. My 11lb, I need to roll the legs up a bit. That being said, I would recommend the small size if your little one has short legs.

Q: Why is the small neck size 12 and the medium 10?

I don’t know but it is made for a very small dog. I bought the biggest size for a beagle mix it covered her front but not her back at all.

It depends how much the dog weights but if measurements can help you decide, see below M- neck 9.8 inches to 11 inches, chest 15 inches to 17.72 L- neck 11 inches to 13 inches, chest 17.72 inches to 20.48 Large - neck up to 15 inches,, chest 22.44 I hope this helps
