Depending on the resin the powder may gravitate to one side while the resin hardens. You might want to put the side you want magnets to stick to down while curing the resin. That way most of the iron powder will be near the surface where you want magnets to stick. Magnetic attraction changed exponentially with distance. The closer the iron is to the surface the stronger the attraction.

No, it is too coarse for paint, it is like semi fine sand.
