Super handy in a pinch
To preface, I much prefer a regular pair of pipe cutters for everyday use, but on occasion I find a situation where I need my pvc pipe cut flush with a fitting, or a tight spot my cutters won’t fit. That is where these absolutely shine. They do eventually break with regular use, but my team of 5 techs have gone through maybe 10 units in 2 years or so. For the few dollars they cost, it’s definitely a must have on the service truck. Some tips I’ve found helpful: longer strokes make for a better cut. You don’t need to pull on them like a madman it wears them out significantly faster; constant friction and heat do all your cutting for you. You can find much much cheaper versions of these that are far inferior, the General brand is the best, you get what you pay for otherwise.

It works when using properly
I tried it on 3 inch pvc schedule 30 and schedule 49 foamcore pipes. And it worked for both cases. To make it work smoothly, like other also mentioned, you need to create a starting groove with saw.

This Cable Saw Will Not Cut PVC, No Matter What Sawing Technique You Use!
I was excited to receive this cable saw until I discovered that it doesn't cut PVC no matter what sawing technique you use! I even tried laying a two foot scrap of 3" inch PVC sideways on the floor, and held the pipe down with both feet, and began pulling the cable back and forth with all my strength as fast and furiously as I could for at least three minutes, and nothing happened. The only thing the cable did was put metallic black marks on the sides of the PVC tube. The cable is so smooth and slippery, that it won't stay in place, nor does it create the necessary friction and heat to begin cutting the pipe. No matter how fast or slow you saw, the wire cannot break thru a PVC's shinny outer surface. In other words, it's not a saw, not serrated, and hence a total waste of money!

Worked for my needs
I recently bought an office chair that had very aggressive lumbar support. Due to the design, I was unable to remove it and it was too tight for a saw. The lumbar support holder was 2 inches of thick hard plastic. It was able to get through about 1/2 an inch of it then the cable broke. I grabbed a glove and held the shredded side and went at it again. It broke again about at the 1-inch mark. I repeated these steps with the other half and got to 3/2 of an inch and by then I could just rip it off with my hand. I didn't want to upload any pictures as to miss lead people into thinking it's junk and broke. Did it work for my odd job? yes, and it was worth the $6. Would this cut through PVC pipe? Oh easily and efficiently. I would reckon it would be great for light home projects. Would reccomend!

Broke after two cuts
Made two good cuts on 4 inch pvc before it broke. I'd buy bulk. They are life savers in tight spaces and with brittle pipe.

It cuts PVC and quickly but...
If you have a quick job and are really just going to use it for that one quick job, its hard to see oneself investing in a pvc cutting tool, especially when you need the right size. This old standby has always been a quick, cheap, and easy way to cut pvc pipe. It takes seconds to do and can be done easily. Here's the deal. Its not easy to cut with this tool either straight or with precision. I tend to think of this as more of a rough cut tool where you have some flexibility in the length you're trying to span. Would I buy this again? Absolutely, I have in a lifetime bought this same type of tool 3 times. And I'll probably buy it again, but because I've only needed it in a pinch. An actual pvc cutting tool however will cut clean, quick, and ON your measurement line in a straight line, IF you invest in the tool.

Everything about this looked good until I needed it to work - unfortunately for larger diameter (+90mm) uPVC the steel cable is too smooth, so difficult to get a start and then really did not cut at all. It may work on smaller diameter PVC pipes and conduits due to getting a tighter encirclement, and I guess in a tight spot without any other options one may use it as a last resort and be very thankful- so perhaps good to have in the bottom of the tool box - but I wouldn't buy it again.
