The tag that is sewn into the back looks weird. I want to cut it off but afraid it may rip a hole . Has anyone tried to remove?

If you're talking about the one that has the materials and washing instructions, then, yes, you should cut it off. If you're talking about the one that says "Sunday Afternoons" then I would leave it. I don't think you could remove it without leaving a bit of it which would look worse (or you would cut the fabric of the hat trying to get too close).

Is this hat waterproof?

Not that I know of. It might be water repellant...water will beed up on the crown and brim, but not on the hat band. I doubt it is completely waterproof. It is washable, though. And I love it!

Will it fit a small head? 21.5"

I returned this hat because it was too big for me.
