Circumference is 1 3/4 inches. I would guess that it is glued to the base. They are small but really cute.

how tall is just the base?

I would estimate that the base is a little more than an inch tall. I was able to place a standard size address label around it and a tiny portion of the base was still visible above and below the label, in addition to the very bottom of the base which flares out.
