Are they water proof and weather resistant?

Possibly water resistant, but you don’t want your drone exposed to water anyway.

If I wanna Mount a different way from Velcro what can you do

FAA rules are it must be seen 3 SM. I mounted this on top of the drone so it can be seen from above. Hope this helps.. good luck

Will the lights interfere with picture taking or recording video?

In the handful of times I have flown during civil twilight or at night the light never interfered with the pictures or video I've taken. Granted the light is mounted on the top rear of my drone so not close to the front where the camera is which to me is the best placement, I had it on strobe with all 5 leds flashing. I used the velcro strip that came with the light.
