Approx. how many pieces come in a 30 oz bag?

According to the package, there are 24 servings at 4 pieces per serving. If my math is correct, that comes out to approximately 96 pieces per bag. I just counted a full bag and it contained 94 pieces so it must vary slightly by bag.

Are these like or dark chocolate?

Riesen are dark chocolate caramels covered in dark chocolate. The chocolate is sweeter than the darkest chocolate, but not as sweet as milk chocolate. They are delicious and last a long time if you let them melt in your mouth.

Is the candy individually wrapped?

they are wrapped but not designed for like commercial selling - wrapped like butterscotch candies wrapped :)

Is this made in Germany? What is the expiry or best before date on the item?

Mine have a 6/2013 date on them and I got them several months ago. With something like this I can't see how how they could go bad in July, August, September ... The package states they were made in Germany and distributed from some company in Chicago ... Germany is good & Chicago is bad IMHO
