Yep. Comes with controller that needs 2 AA batteries.

Q: Do the lights come on front and rear?

Just the front lights they flash until the radio binds with the car.

Q: Can you stiffen the suspension? I want to use it to toe a trailer for my drift car.

I did on mine. I removed the rear leaf spring and bent it more. More curve that solved the weak springs. I know there is upgrades on suspension and motors online. Saw them on YouTube.
