Does this lc connector support upc or apc fiber connections.... or both?

This SFP is only for UPC fiber connections. If you have a APC fiber you need to connect it to, adapters are available to do that.

Does it support 220v ?

Yes. The adapter states input voltage 100-240VAC You will need an adapter if you get the US plug model as mine came with a standard US adapter.

Is it compatible with a hp j9660a or a dell powerconnect 2724?

I am using this with the MC220L Transceiver converter and it works great. However you can use this in any switch that has a SFP or SFP+ port. Both the HP and Dell you stated do have SFP ports so you are good on either.
