The rubbery button that you press to change color, you need to hold that for a little bit then it switches through the modes :)

Yes, the fiber can be cut short from the end. It cannot be cut from the end of the connecting handle. Optical fiber can emit light, but the granularity of light emission becomes smaller. You can cut a fiber for comparison.
