What is this hat made out of?

Ours was well made with puffy felt and shiny fabric. Was surprised that the quality was so good!

Want for an adult but worried about size. Adult head does not normally fit "one size fits all" hats. Does this stretch? Is it snug on adults?

If your head circumference is 22" or smaller, it will fit you fine. My 9yo son wore it, and he has a big head (22"). However, if you're on the taller side, the tentacles (or whatever the legs are called) won't hang down as far on you. It's not very stretchy, no. That being said, it's a fun hat. We like it.
