Yes you can! No rinse is needed.

Q: Can the same solution be used in both the upright cleaner and the "Pet Stain Eliminator" hand held cleaner?

If you use this in an upright cleaner, you will waste a lot of money. This solution is diluted for smaller handheld/spot cleaners. If you use it in am upright, you'll be going through a lot of this solution. A proper upright liquid is meant to be mixed with water so you can clean a larger area. This is already mixed with water.
