What are the bags dimentions?

It’s smaller than I thought. I have a 2021 - 509 Altitude Helmet and visor. It is an extremely TIGHT fit- with NO ROOM to put anything at all in all the zippered pockets.

No it is not, it have venting to help dry out helmet after use.

Does the bag have any hooks or eyelets that would help strap it to the tail of a motorcycle?

The bag does not have anything to easily attach it to your bike. It is stout and would be fine carrying on the tail if you were to use a couple Rok straps (bungees) through the large, tough top carry handle. It’s more like luggage than on-the-bike gear, but with secure straps, it will do what you need just like my gym bag.
