how do you make the chair recline? I can't see a control and the back seems to be fixed.

The answer is contained in the video on the Amazon website. The screw knob beneath the front of the chair adjusts the tension of the backrest. The lever at the side of the allows the backrest to move by pulling it out - away from the seat. Pushing it in towards the seat locks the back. View the video - it’s all clearly explained and yes that is exactly how it functions in real life.
